JIT debugging

I am receiving the following message when trying to send insurance claims: To enable JIT debugging the .config file for this application or computer must have a JIT debugging value set in the system.windows.forms section. The ap must also be compiled w/debugging enabled. Have you seen this and how do I fix it?

Are you using Revenue Management to send your claims?
