Bill Flash statement

We are trying to send out a $5.00 billing service fee when we need to send an additional statement to a patient. Is there a way for Medisoft to generate this service fee automatically when a second statement is going to be sent to a patient?
If not, is there a way to generate a report that would list patients who will be getting a second statement so that we can manually add this fee before statements are generated?
