What Does it Mean for You?

On August 29, 2014, CMS & ONC released a final rule that allows providers participating in the EHR Incentive Programs to use the 2011 Edition of certified electronic health record technology (CEHRT), the 2014 CEHRT, or a combination of both editions for calendar and fiscal year 2014.

Per the new rule, all eligible providers using Practice Partner® have the following options:
1. All providers who were scheduled to attest to Stage 2 in 2014 can choose to stay on Stage 1 or move to Stage 2 in 2014:
  • a. Choose to use Practice Partner v9.5.2 SP2 to attest to Stage 1 objectives and CQMs per 2013 rules
    b. Choose to use both Practice Partner v9.5.2 SP2 & v11 (combination) to attest to Stage 1 objectives and CQMs per 2013 rules
    c. Choose to use both Practice Partner v9.5.2 SP2 & v11 (combination) to attest to Stage 1 objectives and CQMs per 2014 rules
    d. Choose to use Practice Partner v11 to attest to Stage 1 objectives and CQMs per 2014 rules
    e. Choose to use both Practice Partner v9.5.2 SP2 & v11 (combination) to attest to Stage 2 objectives and CQMs per 2014 rules
OR

Choose to use Partner v11 to attest to Stage 2 objectives and CQMs per 2014 rules (per original plan)

2. All providers who were scheduled to attest to Stage 1 2014 can:
  • a. Choose to use Practice Partner v9.5.2 SP2 to attest to Stage 1 objectives and CQMs per 2013 rules
    b. Choose to use both Practice Partner v9.5.2 SP2 & v11 (combination) to attest to Stage 1 objectives and CQMs per 2013 rules
    c. Choose to use both Practice Partner v9.5.2 SP2 & v11 (combination) to attest to Stage 1 objectives and CQMs per 2014 rules
OR

Choose to use Practice Partner v11 to attest to Stage 1 objectives and CQMs per 2014 rules (per original plan)

Note: You can choose the combination if you utilized both versions (v9.5.2 SP2 and v11) during the reporting period or you were unable to “fully implement” v11 in the reporting period. If you feel as though you are unable to attest to 2014 objectives and measures (want to use 2013) and you have v11 installed, they can use the 2011/2014 Combination search. In this scenario you would select the 11.0 release and "add to cart," go back to search and select 9.5.2 release and "add it to the cart." Then you would generate the CMS Certification ID.

You will have to attest that you are unable to fully implement 2014 Edition CEHRT due to issues related to 2014 Edition CEHRT availability delays when you attest – so if you struggled with using the 2014 edition and have had to address issues along the way you could justify using a combination and you need to keep documentation for the justification.

Reporting Periods

All MEDICARE providers will attest for 1 fiscal quarter in 2014 (January 1-March 31 OR April 1- June 30 OR July 1- September 30 OR October 1-December 31).
• All MEDICARE providers attesting for the first time in 2014 will attest for any consecutive 90-day period, but will need to attest prior to Oct 1, 2014, to avoid the 2015 payment adjustments.

All MEDICAID providers will attest for a continuous 90-day period in 2014.
  • • MEDICAID providers are not subjected to payment adjustments.
    • MEDICAID providers who wish to qualify for the adopt, implement, or upgrade incentive payment for their first year of participation must adopt, implement or upgrade to only 2014 edition CEHRT.
All providers who have attested at least once will attest to 2014 measures and objectives for a full calendar year in 2015 (January 1-December 31).

• V11 must be installed prior to January 1, 2015, for 2015 MU but more importantly V11 is required by October 1, 2014, to meet the Surescripts 10.6 deadline.
