Pratice Partner 9.5.2 upgrade fails to start PMSI app server

When I run the upgrade from 9.4 to 9.5.2 on the server it gets all the way to starting the servers and and fail to start the PSMI.application.server and says to verify permissions. I've tried rebooting and reinstalling but can't get past that point. I've attempted to start the service manually as well. Any help would be greatly appreciated.

Did you get a new license file? There is one for 9.5 and one for 9.5.2.
