Discontinud CPT code 93923

We have a problem. All of a sudden NY Medicare has discontinued without advanced notice CPT code 93923 "Non-invasive Physiologic Arterial Study" and is refusing to pay podiatrists' claims submitted under this code. We learned of this only when our client's claims started bouncing in December 2012.
Medicare says it discontinued the code in 2011 but continued to pay claims citing it and did not seek refunds from practioners. "Too much trouble," Medicare told us. Going forward, however, effective in December 2012, claims will not be paid.
Medicare referred us to a publication, Article ICN 006948, which appears to address this problem. Except it does not. The code is discontinued, not changed or replaced by another code. So our client is left holding unpaid claims with no recourse.
