New ICD-10 Deadline Proposed

On April 9, the Department of Health and Human Services (HHS) issued a proposed rule to push the deadline for the implementation of ICD-10 diagnosis codes by one year to October 1, 2014. The proposed rule is under a 30-day public comment period with the final rule expected to be finalized this year.

The delay follows an announcement earlier this year by HHS regarding the likelihood of an extension. Marilyn Tavenner, acting administrator of the Centers for Medicare & Medicaid Services, indicated at the AMA National Advocacy Conference in Washington on February 14 that HHS was re-evaluating the deadline, but she did not indicate how long the implementation delay would be. The proposed rule formalizes a one-year delay.

The delay is the result of concerns by the American Medical Association and other organizations regarding physicians’ ability to adopt the vastly expanded ICD-10 code set by October 1, 2013 as well as a reflection of challenges associated with the implementation of the new 5010 electronic transaction standards.
